兩篇強調的重點都一樣，不是嗎?

補充一下：

However, the spike in applications has put a burden on some schools that already are struggling to keep tuition low and upgrade their facilities.
由於申請就讀的人數增加很多，已經對很多的學校形成一個很大的負擔
